I put together a short (and very quick) little tut to help you put together with a simple balloon animation.
The method shown in this tut is just one of many ways to animate a balloon.

Simple balloon animation...
In PSP prepare your background to your liking.
Have the balloon to be animated on it's own layer
1. On the balloon layer - place the balloon in the starting position
Edit> Copy Merged
In Animation Shop - Edit> paste> as a new animation CTRL+ V
Back to PSP
2. On the balloon layer, With the arrow keys, click the up arrow 2 times..(the fewer the clicks the smoother the animation)
Edit> Copy Merged
In AS - Edit> paste> after current frame Shift+CTRL+L
Back to PSP
3. On the balloon layer, With the arrow keys, click the up arrow 2 times.
Edit> Copy Merged.
In AS - Edit> paste> after current frame Shift+CTRL+L
Back to PSP
4. On the balloon layer, With the arrow keys, click the up arrow 2 times.
In AS - Edit> paste> after current frame Shift+CTRL+L
Back to PSP
5. On the balloon layer, With the arrow keys, click the up arrow 1 (or 2) times
In AS - Edit> paste> after current frame Shift+CTRL+L
You now have a total of 5 frames in Animation Shop
While in AS
Hold down the CTRL key and click on Frames 2, 3, & 4
Right click on the title bar and choose Copy (CTRL+C) or (Edit Copy)
Release the CTRL key
click on Frame 5
Right click on Frame 5 title bar and choose paste> after current frame _Shift+CTRL+L
On the top menu bar, go to Animation> reverse frames
You now have 8 Frames in AS
Select all Frames CTRL+A
Then go to Animation, Animation properties or ALT + Enter on your keyboard
change the frame speed to around 27 or to your liking.
Test your animation (see screen shot)
If you are happy with the result, go ahead and optimize and save as a gif file to your folder.
Here are a couple of links to help you with your settings etc for optimizing in Animation Shop.
